About Hartford Community Development Authority (HCDA)

The Hartford Community Development Authority (HCDA) is a non-profit, quasi-municipal corporation established for the purpose of obtaining grants from federal and state agencies to assist people in the Hartford area with housing and related services. The agency receives no city tax dollars.

The agency was formed in 1971 as the Hartford Housing Authority to administer housing programs that improve, preserve and provide affordable housing for low and moderate income households. Initially the agency was created by the City of Harford Common Council to construct, own and manage 45 units of Section 8 new construction elderly housing known as Harthaven at 33 High St.

Since then the HCDA has expanded the number and scope of its programs to include all facets of housing and related economic development to improve the quality of life in and around the City of Hartford.

The Community Development Authority is located in the lower level of City Hall
